DNA Testing

POLICIES AND PROCEDURES:


INTRODUCTION

The SMR is proposing to set up a database of DNA from registered Spanish Mustangs to provide validation of offspring or parentage and to provide a form of identification of horses. To facilitate this, the SMR is entering into a contract with Texas A&M University to undertake the testing on its behalf. All costs are for 2009 and will be reviewed annually


PURPOSE OF THE DNA TESTS

The Proposed procedures and costs for using the DNA testing service offered by the SMR through Texas A&M University are as follows. The contract is being established to concentrate the DNA test results in one database, which will be held by Texas A&M. These procedures are proposed for two primary uses:

  • a) if the horse to be registered was conceived by AI / ET and the stallion is deceased at the time of registration. The stallion must have its DNA on file prior to its death, or from samples taken shortly after death, in order to verify the parentage of the foal.
  • b) if the horse is a stallion whose semen is being collected and frozen.
The DNA test WILL NOT prove that a horse is a Spanish Mustang and therefore cannot be used for horses with unknown lineage, in order to determine registerability with the SMR. The purpose of the DNA test is threefold:
  • (1) To place on file the DNA of individual animals to validate offspring derived through natural or artificial breeding methods.
  • (2) To identify that the offspring being submitted for registration are from animals whose DNA is already on file.
  • (3) The DNA type also provides a form of identification like a fingerprint.


EXISTING DNA TESTS

The SMR recognizes that some members may have already had their horse's DNA tested by other laboratories, and does not wish to involve these members in unnecessary additional expense. In view of this, DNA test results completed by any lab prior to January 1, 2009 will be accepted and filed with the horse? registration paperwork, provided that the format is compatible with that provided by Texas A&M University. These results will not be included in the Texas A&M database The SMR registrar reserves the right to not accept any tests where the format, or presentation, is not compatible. The SMR will accept DNA test results ongoing, from the following testing labs (other than Texas A&M University): University of California Davis, University of Kentucky; at no fee for members. The SMR reserves the right to charge fees should acceptance or use of these test results result in any costs to the SMR. These results will not be included in the Texas A&M database For non-members, the basic fee for this service will be $10 US for USA & Canada/ $15 US for International(1) additional costs will apply if paid via PayPal(2) , or if there is any additional costs to the SMR as a result of the acceptance or use of these results. Members and non-members providing test results to the SMR from the two laboratories mentioned above must warrant that these results may be filed and used by the SMR, and must agree to hold the SMR harmless from any claims arising from the storage or use of these results.


PROCEDURE AND COSTS

The following procedures are proposed:

I. If the horse is "NOT" a registered SMR horse NOR is it a pending SMR registered horse then the service is not available via this method.

II. If the individual "IS" a paid-up SMR member and

A) the horse is a registered SMR horse, the DNA service will cost $25 US for USA & Canada/ $30 US for International; additional costs will apply if paid via PayPal.
  • a) The member will request the appropriate DNA testing form from the Registrar and send payment to the Registrar.
  • b) The Registrar will complete the section containing the member's name and the horse's name and mail the form to the address of record for the member.
  • c) The member will collect the necessary samples and mail those with the form directly to Texas A&M.
  • d) Texas A&M will perform the tests and send the results back to the SMR Registrar.
  • e) The Registrar will file a copy of the results in the horse's folder and mail(3) a copy to the member.
B) the horse is a pending SMR registered horse, the DNA service will cost $30 US for USA & Canada/ $35 US for International, additional costs will apply if paid via PayPal.
  • a) The member will request the appropriate DNA testing form from the Registrar and will send a completed registration application and the required four non-digital photographs to the Registrar with payment for the cost of both the DNA test and the registration.
  • b) The Registrar will complete the section containing the member? name and the proposed horse? name and mail the DNA testing form to the address of record for the member.
  • c) The member will collect the necessary samples and mail those with the form to Texas A&M.
  • d) Texas A&M will perform the tests and send the results back to the SMR Registrar.
  • e) If the test results indicate that the horse is eligible for registration; i.e., the DNA of the stallion named on the registration application is on file at Texas A&M and the test results determine that stallion is the sire named on the registration application, then the Registrar will file a copy of the DNA test results in the horse's folder and mail a copy to the requesting member.
  • f) The Registrar will mail the Registration form to the SMR President for signature and seal.
  • g) The SMR President will mail the completed Registration form to the requesting member.
III. If the individual is NOT a paid-up SMR member and A) the horse is a registered SMR horse the DNA service will cost $40 US for USA & Canada/ $45 US for International; additional costs will apply if paid via PayPal.
  • a) The individual will request the appropriate DNA testing form from the Registrar and send payment to the Registrar.
  • b) The Registrar will complete the section containing the individual's name and the horse's name and mail the form to the requesting individual.
  • c) The requestor will collect the necessary samples and mail those with the DNA testing form to Texas A&M.
  • d) Texas A&M will perform the tests and send the results back to the SMR Registrar.
  • e) The Registrar will file a copy of the results in the horse? folder and mail a copy to the requestor.
B) the horse is a pending SMR registered horse the DNA service will cost $45 US for USA & Canada/ $50 US for International; additional costs will apply if paid via PayPal.
  • a) The individual will request the appropriate DNA testing form from the Registrar and will send a registration application and the required four non-digital photographs to the Registrar with payment to the SMR for the cost of both the DNA test and the registration.
  • b) The Registrar will complete the section containing the requestor's name and the proposed horse? name and mail the form to the requestor.
  • c) The requestor will collect the necessary samples and mail those with the form to Texas A&M.
  • d) Texas A&M will perform the tests and send the results back to the SMR Registrar.
  • e) If the test results indicate that the horse is eligible for registration; i.e., the DNA of the stallion named on the registration application is on file at Texas A&M and the test results determine that stallion is the sire named on the registration application, then the Registrar will file a copy of the DNA test results in the horse? folder and mail a copy to the requestor.
  • f) The Registrar will mail the Registration form to the SMR President for signature and seal.
  • g) The SMR President will mail the completed Registration to the requestor.
IV. Copies of completed DNA tests on a registered horse are available to the owner of record OR, in the situation where the horse has been sold BUT the rights to the frozen semen from that horse are the property of another individual, to the owner of the frozen semen IF that individual can produce adequate documentation of ownership; e.g. a contract, a will, etc.
  • a) if that person is an SMR member the fee is $5 US for USA & Canada/ $10 US for International, additional costs will apply if paid via PayPal.
  • b) if that person is not an SMR member the fee is $10 USA & Canada/ $15 International, additional costs will apply if paid via PayPal.
